Track 1 - Making the “First Time” Magical
Whether it’s the first ever design-build project, or the first Progressive Design-Build project, the “first time” can be daunting for an Owner. But it doesn’t have to be. In this track Owners and design-build teams will share experiences and lessons learned by first-time Owners as they navigated new territory in project delivery, including techniques and strategies for managing challenges and uncertainties.
Track 2 - Risky Business
The larger and more complex the project, the more important it is to understand risk management principles inherent to design-build. This track will dive deep into strategies for effective risk assessment and mitigation using design-build on some very complex projects. Whether dealing with hazardous materials, environmental risks, or challenging landscapes, these sessions will demonstrate how effective communication and collaboration is central to risk management.
Track 3 - Setting the Stage for Success
In these unprecedented times, ensuring that everyone involved in the project is on the same page is more important than ever. Sessions in this track will discuss important issues impacting project success. Topics range from understanding legislative authority to technology to best practices and lessons learned. Each session will provide insight into important considerations and knowledge that the Owner and design-build team should consider early in planning to drive project and team success.
Track 4 - The Power of Innovation
The ability to innovate is at the heart of effective design-build, but some Owners are more open than others to innovative solutions. From addressing supply chain/material cost volatility, to use of technology, to demands for resiliency, the sessions in this track highlight the power of design-build when innovation is allowed to flourish. A focus on the Owners role in embracing innovation, flexibility, and trust to facilitate team creativity and unique approaches permeates this track.

Advancing Design-Build: Benefits to Partnering on Illinois’s 1st Transportation Design-Build Project
The Houbolt Road Project is the first transportation design-build project in Illinois, which is one of the few states without alternative delivery legislation for transportation. Our goal is to help drive the legislation forward by sharing successful strategies with contractors, DOT’s and design firms, that have an Illinois presence and a reservation about the Illinois design-build legislation. Our presenters will highlight a relatable approach to techniques that were used to educate third-party stakeholders during the subtleties of the design-build process and will also feature successes in expediting the third-party approvals necessary to proceed with construction. For national attendees of the presentation, our presenters will share the nuances of a design-build involving a private owner and strategies and tools that were used to facilitate partnering through transparency and collaboration between all parties. As the industry is aware, privately lead infrastructure projects may encounter more challenges and delays to obtain permits and approvals than DOT lead projects. Our presentation will share the assertive communication approach the design-builder and owner utilized, that was critical to communicating modifications to the preliminary design and expediting approvals necessary to move the project forward

Grant Avenue Parkway Delivers Federal Grant for Revitalization & Placemaking Corridor
The Grant Avenue Parkway will create an off-street pedestrian and bicycle pathway along Grant Avenue in the heart of Springfield. The 3-mile stretch will connect downtown Springfield with the Wonders of Wildlife National Museum and Aquarium (WOW) – linking authentic Springfield experiences for both residents and visitors. The Parkway route will further connect parks and recreation amenities, neighborhoods, schools, and fill a vital gap in the Ozark Greenways trail network. The project was the city’s 1st design-build project with the goal to deliver the Federal BUILD Grant program and change the way the city collaborated and delivered placemaking corridors. The session will explore how the following goals for the project were delivered using the design-build delivery method: • Deliver a project that improves quality of life. • Deliver a project that results in community revitalization. • Deliver a project that enhances transportation alternatives, safety, and connections. • Deliver a project that encourages and promotes economic development. • Deliver a project within the $22.5 million contract budget.

PDB Implementation on a Complex Urban Bus Division Replacement Project
WMATA was faced with the challenge of how to replace a 100 year old bus maintenance division in a dense unban neighborhood in Washington. With close neighbors who had significant concerns about the facility remaining in their neighborhood and the additional challenge of the facility being listed on the National Register of Historic Properties WMATA knew this would not be an ordinary bus division modernization project. With these challenges in front of them WMATA understood extreme collaboration was going to be needed to assure a new bus division could be constructed to continue to serve some of their highest density routes in downtown DC and they elected to use Progressive Design Build for the first time after having used traditional DB for nearly two decades. This presentation will walk through the many complex challenges including responding to a WMATA board action to add full ZEB capabilities to the building after 75% design was complete, and solutions the team developed throughout the design development preconstruction phase, collaboration tools used to obtain jurisdictional approvals and the open book cost development process used to finalize the construction phase cost, schedule, risk allocation and award of the phase 2 firm fixed price.

Teamwork and Trust: Progressive Design-Build Success for a First Time Owner
Our session will center on the execution of the Lake Ralph Hall Progressive Design-Build highway project with Upper Trinity Regional Water District (UTRWD), Flatiron Constructors’, Inc., and Huitt-Zollars serving as the Engineer of Record. This is the first time UTRWD is using progressive design-build delivery and the project scope was not typical for the agency. The project team developed trust and created a collaborative team quickly by building a team culture focused on the common goal of project success. This culture is built around a “Project First” mentality where no single part of the team drives toward an end that benefits itself over the success of the project. This culture is founded by team transparency and accountability which the team has be able to achieve through progressive design-build. UTRWD’s Program Manager, Flatiron’s Project Manager, and the Huitt-Zollars’ Design Manager will describe the procurement process, project kick-off, and preconstruction. They will provide insights from each team member on collaborating to address project challenges, which ultimately resulted in saving time and cost while providing the ability to explore innovative solutions as a team. Finally we will cover how owners can successfully use Progressive Design-build to develop projects where they have limited expertise.

More than Contractor “Bring Your Own Designer”: Insights from UDOT’s First PDB
Considering the complexities many DOTs face when reconstructing heavily urbanized corridors that may have delayed environmental clearance, ongoing right-of-way acquisitions, extensive utility relocations, and/or competing community preferences, the Utah Department of Transportation (UDOT) selected the progressive design-build (PDB) delivery method to complete its $527M US-89; Farmington to I-84 freeway conversion and widening project. This presentation will focus on the real-world application of PDB delivery, with a panel—consisting of the Owner, its program manager, and the contractor/designer—all discussing lessons learned (what can be done better) and best practices (what’s been working) to provide: 1. Maximum project value that promotes timely Owner decision-making and early contractor/designer engagement when finalizing the project’s scope, driving innovation in response to community needs and geographical limitations, and expediting the construction schedule. 2. A fair and reasonable price, while adhering to legislative requirements and a DOT’s goal for pricing transparency. 3. Tailored risk allocation and customized contract terms that mitigate third-party (utility and right-of-way) constraints, overcome budget shortfalls, and transfer risk responsibility to the team member best positioned to resolve the issue. 4. Streamlined quality control and quality assurance efforts that reduce project cost, improve testing/inspection efficiency, and ensure quality work is constructed.

Design-Build Procurement Best Practices and Lessons Learned for Owners
Establishing early process and procedures can help facilitate the success of the project moving forward. Many Owners are making the transition from a Design-Bid-Build methodology/ideology to a Design-Build project delivery, from a low-bid practice to an integrative, collaborative contracting methodology. This paper explores best practices for the 'Procurement Team' to implement as part of a successful project delivery. After a project delivery method is selected, now comes the challenging part – establishing the team to deliver the project. For agencies in the early stages of using DB, how to set up the team, roles and responsibilities, process and procedures of how the procurement phase will be implemented and managed is critical. Design-Build can present many challenges starting in procurement phase, developing the RFQ, RFP and implementation starting with how different department work together, how decisions are made, the roles and responsibilities of the ‘Procurement Team” . Much attention is paid to project delivery selection…but establishing the ‘team’ is just as important in a projects success.

The Development of PDB in Virginia and Lessons Learned from Open Book Pricing
The Virginia Department of Transportation (VDOT) has been a leader in the development of Design Build and Design-Build Done Right for decades. With the advancement of Progressive Design Build (PDB) within the industry and VDOT’s determination of having the legal authority under DB legislation to utilized PDB, VDOT took a proactive approach to develop PDB for Transportation Project. Working shoulder to shoulder with industry leaders from both design firms and contractors, procurement documents were developed that brought together the Virginia way of Design Build with the nationwide advancement of PDB in other industries and other states. The panel will share the legal authority determination and development of the solicitation, contract documents as well as pricing documents. A key component of a successful PDB is Open Book Pricing (OBP). This presentation will explain the use of OBP used in Virginia for a rural mountain roadway widening. What worked, what did not work, and lessons learned will be discussed from the Owner’s side as well as the Design Builder side.

Opening Keynote: Design-Build and the Infrastructure Investment and Jobs Act (IIJA): Rebuilding Our Infrastructure
The Infrastructure Investment and Jobs Act also known as the Bipartisan Infrastructure Bill is deigned to; change the way we view infrastructure, increase investment in key areas such as safety, mobility and resilience and emphasize environmental stewardship. This $1.2 trillion five-year legislation will advance spending in the seventeen categories addressed in the ASCE annual report card. As agencies begin identifying shovel-worthy projects and find qualified teams to deliver them, it’s also important to note the important role diversity, equity and inclusion will play in IIJA’s implementation. Central 70 - Lessons Learned in Delivering Colorado’s Largest Interstate Project
This presentation will discuss the challenges that the C70 project team encountered and overcame in delivering the Colorado Department of Transportation’s (CDOT) largest design-build/P3 project to date. These challenges included coordination and reconstruction of the UPRR mainline crossing over I-70 into Denver, minimizing environmental impacts to the surrounding community during construction and viaduct demolition, coordination with local agencies and the community on the construction of a new 4-acre park over I-70, and construction of the lowered interstate through a previous Superfund site. This presentation will disseminate best practices, lessons learned, and innovative techniques used by the Central 70 project team to successfully deliver this critical piece of infrastructure for the State of Colorado.

How Large Projects are being Re-Assessed as it Pertains to Size and Risk
Large projects have become more and more challenging to deliver under the Design Build Delivery model. Learn how owners are assessing their programs and developing strategies in partnership with the industry to deliver these much-needed projects. Owners will share how they are re-evaluating risks on these projects regarding risk allocations and pre-work to help mitigate risks as well as their approach to segmentation or phasing improvements to make smaller projects. Input from industry is critical to ensure projects can be delivered effectively and efficiently where there is healthy competition and opportunities. Consideration will be made to add a contractor to the panel to discuss a particular owner’s approach and how the industry has helped provide input on owner’s that are re-assessing their approach to projects. Questions for the panel will be open to the audience but intent will be to understand risk concerns and the different approaches owners may take as well as contractors, designers as well as the sub-contractors that are so critical to project success. It is anticipated that the panel will consist of 3 DOT owners that will present their program approaches and how they are approaching large DB projects differently.

I-270 North Project Facilitates Partnerships to Address Environmental Risks
The I-270 North Design-Build Project is Missouri Department of Transportation’s (MODOT) largest project in the past decade. The project is reconstructing eight miles of Interstate 270 in St. Louis County. Within the project limits, soil contaminated with radioactive waste generated from the Manhattan Project presented a major environmental risk to the project scope and schedule. The I-270 North Design-Build Team partnered with US Army Corps of Engineers FUSRAP division (Formerly Utilized Sites Remedial Action Program), early in the development of the bridging documents to identify the soil contamination and establish parameters for construction activities within the contaminated areas. During procurement MoDOT developed a flexible RFP to allow proposing teams multiple pathways for its interactions with FUSRAP. Facilitated meetings between Design-Build Teams and FUSRAP built a partnering relationship between all entities, allowing teams to confidentially propose construction methods and schedules and ultimately reduce risk to the Design-Build Team’s project schedule and scope. The close collaboration between entities continues through construction and has resulted in thousands of cubic yards of contaminated soil being remediated, benefitting all partners and the community, without impacting the I-270 North Project schedule.

I-480 Valley View Bridge: A Design-Build Risk Management Journey Done Right
Intentional risk management is critical on any project, but stakes were raised when the Ohio Department of Transportation (ODOT) utilized design-build (DB) of the I-480 Valley View Bridge in Cleveland, Ohio. After over a decade of planning how to re-deck the 40-year-old, side-by-side I-480 bridge high above the Cuyahoga River Valley, ODOT concluded the best way to minimize impacts and associated costs to 180,000 daily vehicles using the bridge was to 'squeeze' a new 4,150'-long, 200'-high center bridge between the existing structures. Through a two-step, technically responsive procurement, the Walsh Construction Design-Build Team (DBT) was awarded the $227.8M, six-year contract. This presentation will offer Owner and DBT perspectives on how risks were managed - both pre-tender and post-award. Owner topics will include how project planning ultimately arrived at DB delivery, and how pre-bid Proprietary Technical Information discussions with shortlisted DBTs ensured scope compliance and eliminated non-responsive bids. DBT topics will balance innovative solutions with risk to save time/costs within a constrained footprint - notably use of gantry cranes on the existing structures to erect 203 structural steel pieces into place, as well as partnering with ODOT on a post-award test pile program during design that significantly reduced driven pile lengths.

NYSDOT Kew Gardens Interchange
The Kew Gardens Interchange Phase 4 (KGI4) project is a Design-Build initiative by the New York State Department of Transportation (NYSDOT) to reduce congestion and improve the flow of traffic in the Queens Borough of New York City. The project consists of a complex interchange of the Grand Central Parkway, JR Parkway, UTP and the VWE where several ramps and roadway bridges connecting the Interchange’s roadways are being reconfigured to eliminate stop conditions for a smoother and safer flow of traffic. The project consists of 11 complex multi-span curved steel girder bridge replacements across 20 different highway alignments including retaining and miscellaneous drainage structures, utilities. HDR served as lead designer for Halmar International, LLC on this $336 million phase 4 design-build project. The project required extensive coordination across multiple disciplines such as bridge structures, geotechnical engineering, highway geometry, work-zone traffic control, ITS, traffic signaling, landscape architecture, drainage, lighting and 3D CIM modeling. Throughout the project, there was interactive communication and coordination between the Design-Builder consortium and NYSDOT using state-of-the-art database and communication platforms such as Quickbase, Bluebeam, One Note and Projectwise that provided logging of key decision-making, qualitative comment-tracking procedures and timelines for close-out of Design Plans prior to release-for-construction.

I-275 Sunshine Skyway Rest Areas Design-Build Project
The I-275 Sunshine Skyway Rest Areas are located at the northbound and southbound approach to the signature Sunshine Skyway bridge in St. Petersburg, Florida. The project included challenges, such as permitting, logistics and crafting a resilient solution in an ocean front area that is visited by thousands of tourists annually. The FDOT, Owner’s rep and design-build team will outline the project challenges and discuss how they worked collaboratively to address them and build the most scenic rest areas on the east coast. This project was awarded the DBIA Florida Region Project of the Year in 2021. The project is located on two separate sites. The two rest areas fall within two different FDOT Districts, but FDOT District 1 served as the lead agency for the project. The site conditions where challenging considering the buildings were located in a FEMA velocity flood zone and had to be elevated to raise the building floor elevations above the FEMA Flood plain. The FDOT was able to capitalize on the best ideas from the four DB Teams competing for the project. As a result, the DNCC/RS&H team was able to incorporate 9 ATC’s into the project which saved both time and construction costs.

Innovation Vs Design-Build on Sound Transit’s Largest Turnkey Design-Build Project
Sound Transit’s Federal Way Link Extension (FWLE) is the largest design-build project under construction within the Pacific Northwest region. The project was awarded to Kiewit in 2019 as a turnkey design-build contract that included both the civils and systems work. This contract approach is a first for Sound Transit. The agency has an upcoming work program that will see the regions light rail system triple in size by 2024 and double again by 2044. Recognizing the tension between the benefits of innovation in a design-build contract and the planning required for public works project, Sound Transit sought to strike a balance between prescriptive requirements and allowing the contracting team to introduce creativity through flexible performance-based criteria and the alternative technical concept process. This presentation will focus on how innovation was successful for both the owner and the contractor on the FWLE Star Lake Station ATC. From the preliminary engineering development, collaboration with local City partners, the development of an Alternative Technical Concept, and through detailed design and construction. Innovation is only possible with the establishment of a high-performing collaborative team formed between the owner, owner’s representatives, authorities having jurisdiction, lead designer and the contractor to foster an inclusive culture.

Opportunity for Innovation? - Alternative Technical Concepts in Pavement Engineering During Procurement Phase
Design-build projects are procured and contracted with a certain level of subsurface condition uncertainty. During the procurement phase, there is an opportunity for teams to innovate through Alternative Technical Concepts (ATCs). Pavement engineering is one of the disciplines where Owner's have not typically accepted ATCs, while industry considers it an opportunity to optimize pavement designs, reduce construction costs, and protect the design-build from risk throughout pavement projects given the limited information provided during the procurement phase. This panel will discuss with four state DOT transportation leaders, their agency's history exploring ATCs in pavement engineering during the procurement phase, past performance and understand opportunities for consideration moving forward.

Prefabrication in an Active Airport Renovation - A Project Case Study
This presentation will examine a recent restroom renovation project at DFW Airport, Terminal A in which off-site prefabrication was utilized as part of a design build delivery approach with the goal of reducing existing restroom downtime. The panel will include the lead architect for the project, the director of prefabrication, and a representative of the airport ownership team. We will recap the project, discuss the unique design approach of designing and implementing prefabricated elements in a secure airport terminal environment, and will review a series of lessons learned from the project. We will conclude with some key takeaways and guidelines for others wishing to explore off-site pre-fabrication in their own project delivery process.
