Coastal 29: A Case Study of WSDOT’s First Progressive Design-Build
Tasked with correcting 400 fish barrier culverts by 2030, WSDOT has been utilizing Design-Bid-Build and Traditional Design-Build delivery methods, bundling two to three sites at a time. Recognizing the need to accelerate the project delivery timeline, the DOT has bundled 29 Fish Barrier Sites in a single Progressive Design-Build Project, nicknamed “Coastal 29”. The Coastal 29 Project will restore fish passage to 29 fish barriers under US 101 and SR 109 on the Olympic Peninsula of Washington. These undersized culverts will be replaced with larger culverts or bridges that accommodate stream simulation modeling, fish habitat improvements, and restore fish passage to 36 miles of stream habitat. The progressive design build team will complete this project from conceptual design to final monitoring, including all design, permitting, ROW acquisition, utility relocation, and complex agency coordination. This presentation will discuss how the progressive design-build delivery method differs from WSDOT’s traditional Design-Build Projects, as well as project best practices and lessons learned by WSDOT and the Design-Build Team in the design, permitting and construction of this complex project. The presentation will look at the Progressive Design-Build model through the view of the Owner, Contractor and lead Designers through a presentation and Q&A Panel.

Design-Build Lessons Learned

Overview of GDOT Alternative Delivery Methods & Financing
It’s been more than 15 years since the state of Georgia passed influential P3 and DB legislation which created new pathways for the Georgia Department of Transportation (GDOT) to deliver much-needed transportation projects across the state. GDOT has now delivered more than $1 billion in alternative delivery projects, and is anticipated to deliver more than $5 billion in projects over the next 10 years. As the industry continues to change, it’s imperative that GDOT uses all the “tools” in its P3 Toolbox to maintain momentum and continue to successfully deliver projects through alternative contracting methods and financing solutions. These innovative methods allow GDOT to get ahead of industry challenges and/or meet them head on, especially for the mega P3 projects. This presentation will highlight P3 and DB projects GDOT has successfully delivered and alternative delivery projects in the pipeline that utilize Design-Build, Design-Build-Finance, Design-Build-Finance-Maintain, Design-Build-Finance-Operate-Maintain, and CMGC. Each delivery method offers a variety of challenges and advantages in the delivery of projects that greatly vary in size, scope, and complexity, which have allowed GDOT to continue improving statewide mobility and building an innovative, connected transportation network for the future.

MoDOT FARM Bridge Program Project Bundling and Market Volatility Challenges and Successes
Defining project goals and communicating their importance through a best value selection process and criteria are well known DB best practices but often present challenges for the owner, and design-build proposers, to truly understand and maximize the project goals. Missouri DOT took the time to develop the project scope and selection criteria with the goal of maximizing the number of bridges replaced in northern Missouri. The list of forty bridges was compiled based on common characteristics and conditions that enabled consistent solutions and efficiencies to maximize project outcomes, while limiting the impacts of market volatility. The fixed price-variable scope selection model provided cost certainty during increasing market volatility and the collaborative team approach allowed the project to remain on schedule during unexpected supply chain disruptions. When proposed steel girders were unattainable within the project schedule due to material availability, the strong collaborative efforts of the team overcame the obstacle. The team’s dedication to innovative solutions, further enhanced the project delivery by simultaneously meeting cost and schedule requirements. Without the use of the design-build delivery method, this project almost assuredly would have failed to meet the cost and schedule requirements.

Exploring Geotechnical Best Practices in Design Build Delivery from Multiple Perspectives
Despite project risks, design-build procurement can encourage and promote creative, effective, and economical geotechnical solutions for an owner. Opportunities for deploying new techniques and technologies exist using performance-based specifications. Further, the partnership among the owner, designer, and contractor can add project value beyond traditional DBB procurement by allowing dynamic responses and the immediate application of lessons-learned to changing conditions as they arise through the project delivery process. I-494: Airport to Hwy 169 Design-Build Project Procurement and Lessons Learned
Minnesota's largest design-build project took almost 5 years to develop and procure while requiring a large team effort. I-494 is a major interstate that, combined with I-694, surrounds the Twin Cities Metropolitan area in Minnesota. I-494 sees anywhere from 130,000 to 190,000 vehicles per day (2017 traffic volumes) and has up to 10 hours of congestion per day. The I-494/I-35W interchange is consistently ranked as one of the 100 most congested bottlenecks in the nation. This presentation will begin at scoping and go through procurement identifying innovations, key risks, strategy discussions, and lessons learned.

Lessons Learned from Downtown Redmond Link Extension on Managing Environmental Permitting Risk
The Downtown Redmond Link Extension (DRLE) is a 3.4 light rail extension that crosses a river, a creek, wetlands and other sensitive areas rich in environmental and cultural resources. This has caused environmental design, review and permitting to become key project risks requiring ongoing management. The general approach by the DRLE team was to advance preliminary design, get initial buy off from the regulatory agencies, and then include the scope of work in the Project Requirements in the RFP, supplemented by the advanced preliminary designs. Due to various factors, this approach was not fully successful and some significant impacts were realized. Changes resulted and, though the team worked very collaboratively to manage and minimize the impact, we believe there are approaches that would reduce the surprising impact and avoid or minimize contract change. Risk Management Assessment and Mitigation Strategies - A Rural State’s Approach
Over the past three years, MDT's alternative delivery program has doubled in number of projects and expenditures. The Governor recently directed MDT to increase alternative contracting delivery from currently 5% of our capital projects program to 20%. The impacts of COVID has had a significant impact on contractor availability and costs to deliver projects. Supply chain issues and lack of contractor availability requires we take special measures to assess project risks and develop realistic budgets. To add complications to the economic constraints, MDT has recently launched their bridge bundle program using D-B delivery. With over 400 on-system bridges exceeding 80-years old, MDT's bridge program relies heavily on design-build delivery. In late 2021 and spring 2022, fires and floods destroyed roadways and bridges in eastern Montana. MDT responded with fast-track tailored design-build solicitations to return traffic to the highway. This presentation will address: Economic and workforce impacts in Montana, risk assessments and mitigation strategies, methods used to entice interest with MDT D-B projects, developing strategies to expedite selection of D-B teams, development of turn-key decision processes, and the use of independent cost estimators to promote fair market pricing.

The Picture of Health: A look at the intersection of construction safety and worker wellbeing, and their impact on workforce development and retention
Few phrases have generated more buzz in the past few years than workforce development. COVID-19 has precipitated immense industry changes across every facet of our work and challenged our traditional thinking of what workers value. The world is truly a different place than it was just three years ago, and ensuring we can grow and retain the necessary workforce to support our projects is now an urgent crisis and not just a back-burner priority. And as we diversify our career pipeline and more women and workers of color are part of our project teams, cultivating a jobsite culture where everyone feels valued and a sense of belonging will be essential. The BIL and USDOT Infrastructure Investments will be asking public agencies to include workforce planning in their grant applications, adding to the critical opportunity before us to examine the intersection between workforce development and jobsite culture. Sharing Risk by Using PDB
There’s a time and place for every delivery model. This panel will focus on Progressive Design Build, which identifies potential risks/challenges/issues on projects, mitigating those risks through the pre-construction process, and sharing risks with those most appropriate to manage it. One Team, Three Contracts – CM/GC, Design-Build, and Progressive Design Build in Practice
Central Oregon is among the country’s fastest growing regions and the City of Bend (City) is answering the significant demand for infrastructure by turning to alternative delivery contracts. One team – owner (City), contractor (K&E Excavating), and design firm (DOWL) – has delivered two major projects and is in the process of delivering a third, all under different contract types (Progressive Design-Build [PDB], Design-Build [DB], and CM/GC), providing a unique opportunity to compare and provide lessons learned, including: Maintaining momentum (and city council approval) over a three-year delivery period; Best practices for fostering contractor interest and team building ahead of procurement and maintaining trust and performance during execution; Putting the brakes on internal excitement when a project bid comes in low; Evaluating which project types are best suited to each contract type and crafting the contract to meet owner needs Key staff from the City and the DB team will discuss how they led the Murphy Corridor Improvements PDB to completion nearly 18 months earlier than initially planned, completed Columbia Roundabout Improvements DB for well below initial estimates while continuing work on Murphy Corridor, and are leading a third (Wilson Corridor Improvements CM/GC) with first-of-its-kind transportation safety and efficiency concepts.

The Future of Mega-Project Procurement? Progressive Design Build for VTA’s BART Silicon Valley Phase II Extension
The Santa Clara County Valley Transportation Authority (VTA) recently awarded the first contract for the BART Silicon Valley Phase II Extension Project (BSVII) utilizing the Progressive Design Build (PDB) delivery model. This contract – CP2 Tunnel & Trackwork – will likely be the largest PDB transit project ever awarded in North America. The contract involves the design and construction of a large diameter bored tunnel, deep shafts and mined adits, in difficult soil and groundwater conditions. This presentation will discuss the background of selecting the PDB model, development of the RFP documents, the procurement process, and the initial collaboration & design period (currently in progress). VTA’s vision for the remainder of the anticipated eight-year contract – final design, establishment of the Lump Sum price for heavy construction works, Tunnel Boring Machine (TBM) procurement and tunnel construction – will also be discussed.

I-270 North - Innovation in Workforce Development, DBE, and STEM
The Missouri Department of Transportation (MoDOT) I-270 North project is the largest single project the department has taken on in the past decade. With over $750m in needs this $278m project corridor project sought out to modernize one of the largest freight corridor in the Midwest. In addition to replacing deteriorating bridges and pavement the DOT team allowed an flexible procurement process to maximize innovation in all areas. On past MoDOT design-build projects the department encouraged flexibility with engineering. With the 270N project spanning multiple cities within St. Louis County the innovation required spreading into areas outside of engineering. On 270N project innovation to get industries best ideas in the areas of community outreach, work force diversity, DBE, and STEM. By including this as part of the scoring process it showed the public and industry how important these areas were. The selected best value team for the project will share some of their proposal commitments and how design-build was able to turn a potential controversial project into one the entire community is able to support and take ownership of throughout construction. Presentation will pair nicely with the technical side (MoDOT) and civil rights/outreach (contractor) to share best practices.

The Transportation Equity Connection
The Federal Highway Administration Office of Civil Rights has researched market-ready best practices of the DBE Program in the context of a Design-Build project and compiled findings in a handbook.This presentation will share practices from the handbook which support efficient, effective, and equitable integration of the Disadvantaged Business Enterprise program in Design Build contracting from project conception to completion. The Washington State Department of Transportation is working to incorporate equity into all programs, processes, and procedures and working to dismantle racism within the organization - including the design and delivery of our construction program. Upon the arrival of WSDOT Secretary Millar, WSDOT began work to enhance inclusion. This has grown to WSDOT incorporating equity into their programs, processes, and procedures.
