Keynote with Greg Lindsay: Where the Robots Meet the Road
A decade ago, self-driving cars were science fiction leftover from The Jetsons. Today, Google and Tesla are leading a breakneck autonomous arms race, as the global auto industry races to build electric AVs at a cost of hundreds of billions of dollars. But a self-driving SUV may prove to be the horseless carriage of autonomy — rapidly eclipsed by new species of self-driving scooters, deliverybots, and buildings with a mind of their own. How are these technologies already transforming the way we see, understand, and get around cities? How have they helped China, Japan, and Korea mitigate the worst effects of the coronavirus lockdown? What effects will they have on where we live, work and play, and what are the opportunities and threats for automakers, technology firms, public transit, employers, and developers? Drawing upon his work with BMW, Intel, MIT, the Bloomberg Philanthropies, the Aspen Institute, and NewCities, Greg Lindsay offers a tour of future urban mobility and how they promise to transform our cities in the coming decades.
About Greg: Greg Lindsay is a generalist, urbanist, futurist, and speaker. He is a 2022-2023 urban tech fellow at Cornell Tech’s Jacobs Institute, where he leads The Metaverse Metropolis — a new initiative exploring the implications of augmented reality at urban scale. He is also the chief communications officer at Climate Alpha, an AI-driven location-analysis platform steering investment toward climate adaptation and more resilient regions; a senior fellow of MIT’s Future Urban Collectives Lab, and a non-resident senior fellow of the Atlantic Council’s Scowcroft Strategy Initiative. He’s been cited as an expert on the future of cities, technology, and mobility by The New York Times, The Washington Post, The Wall Street Journal, The Guardian, USA Today, CNN, NPR, and the BBC. He’s a partner at FutureMap, a geo-strategic and climate advisory firm based in Singapore, and has advised Intel, Samsung, IKEA, Starbucks, Audi, Hyundai, Tishman Speyer, British Land, André Balazs Properties, Aldar, Emaar, and Expo 2020, along with numerous G20 government entities. He was previously the urbanist-in-residence at URBAN-X — BMW MINI’s urban tech accelerator — the director of applied research at NewCities, and founding director of strategy at its mobility-focused offshoot CoMotion. Greg speaks frequently about cities, mobility, innovation, and globalization, including appearances at 10 Downing Street, the United States Military Academy, Sandia National Laboratories, the OECD, Harvard Business School, the MIT Media Lab, and the Aspen Ideas Festival. His work with Studio Gang Architects on the future of suburbia was displayed at New York’s Museum of Modern Art (MoMA) in 2012. His work has also been displayed at the 15th, 16th, and 17th Venice Architecture Biennales, the International Architecture Biennale Rotterdam, and Habitat III. He sits on the board of CREtech Climate, and was guest curator of the 2018 and 2019 editions of reSITE. He was previously a contributing writer for Fast Company and Fortune, and an editor-at-large for Advertising Age. He is co-author of the 2011 critically acclaimed international bestseller Aerotropolis: The Way We’ll Live Next. Integration Done Right: The Design-Builder’s Guide to Design Management in the Highway Sector
In 2023, the Charles Pankow Foundation released the Design-Builder's Guide to Design Management - an updated guidebook to assist design-builders with the design management process. This updated guide was the work of a group of subject-matter-experts (SMEs) in design-build delivery, from around the U.S. and from a variety of market sectors, including the highway sector. Comprised of owners, designers, contractors, and specialty trades, these SMEs worked alongside an academic team with faculty from the University of Florida, Iowa State University, and the University of New Mexico. The result was the main guidebook and a series of smaller playbooks, including The Design-Builder's Guide to Design Management: A Playbook for the Highway Sector. This presentation will explain the process they followed to update the guide and provide an overview of the new content related to the highway sector. Following the presentation, we will lead a panel discussion with a select group of SMEs involved in the delivery of transportation projects to explain their experience with the guide and its relevance to their work.

Refreshing the Owner Advisor Primer
With the release of the refreshed Best Practices earlier this year, it is time to refresh the Owner Advisor Primer. It is essential this document reflects the current state of the design-build industry and the implementation of the Design Build Done Right® Best Practices. Throughout 2023, industry stakeholders provided comments and recommendations to the Owner Advisor committee that has resulted in a reorganization of the document and clarity in its purpose. Behind the Scenes of an Award-Winning Project
The Washington Metropolitan Area Transit Authority (WMATA) is a tri-jurisdictional organization that operates transit service in the Washington, DC metropolitan area. WMATA provides rapid transit, fixed-route bus service and paratransit services for eligible customers whose disability prevents them from using bus or rail. In 2019 WMATA looked to design-build to renovate an inefficient eight-floor, 1960s building into an11-story, high-performance mixed-use building. The goals of the project were three-fold: to engage with the neighborhood; to elevate WMATA’s employees’ office experience, and to authentically translate the transit mission to the workplace. Fast-forward to 2022, and you’ll see how this transit system met these goals and more. This award-winning design-build project has been recognized for numerous honors including Excellence in Renovation/Restoration, Best in Architectural Design, Meaningful DEI Practices, and special recognition as DBIA’s Chair’s award for its impact to the community, stewardship to the environment and extraordinary accomplishments in diversity, equity and inclusion.

Agency Partnerships Using Design-Build: Washington State DOT I-405 and Sound Transit Bus Rapid Transit
In Washington State’s Central Puget Sound Region, Sound Transit and the Washington State Department of Transportation (WSDOT) are partnering to deliver high-capacity transit (HCT) along Interstate highway 405 (I-405) using the Design-Build method of project delivery. Establishing this partnership is a significant contribution to the region’s transportation and transit goals; implementing HCT in this corridor east of Lake Washington is part of WSDOT’s I-405 Master Plan and Sound Transit’s long-range plan. With the creation of Sound Transit’s Bus Rapid Transit (BRT) Program in 2017, WSDOT’s and Sound Transit’s respective programs spent several years discussing each agency’s individual projects, goals, schedules, funding sources, stakeholder obligations, typical delivery methods and agency cultures. The result has been the identification of four distinct joint design-build projects and a high-performing dual agency team that is implementing these projects. This presentation will describe our journey through this partnership and the resulting projects. We will discuss our early engagement as a nascent Sound Transit BRT program had to quickly sync up with a long-standing and rapidly moving WSDOT I-405 program leading to the first set of BRT platform requirements in WSDOT’s design-build requests for proposals (RFPs).

Cost Reduction through Design-Build: A Case Study of 17 Bridges
Using an FHWA grant CDOT executed a Best Value based Design-Build delivery to replace 17 rural bridges expeditiously and economically in Colorado. The Best Value scoring model emphasized scope, price, delivery time and public convenience and included a robust ATC process. Through strong collaboration, six approved ATCs and innovative designs, the winning design-build team provided the lowest price and shortest delivery time while minimizing public inconvenience. A high degree of collaboration was maintained throughout the project, supporting the design and construction of multiple structures concurrently, including revised designs to better align with existing site conditions and constraints and reduced project costs. As a result, the project realized tangible savings; Original Proposal Upset Amount was $43.4M, after mutually agreed Deductive COs, the final contract value is $42.3M, with a planned schedule completion 22 weeks ahead of the original. The innovative designs are likely to be beneficial for future rural bridge projects. This mid-size Design-Build project demonstrated how a joint venture of two small construction companies relying on building relationships, customer satisfaction and quality work can deliver a successful Design-Build project. The success of the project also highlights the processes and benefits of a well-executed rural bridge bundle Design-Build project.

Cleveland’s Opportunity Corridor: From Conception to Completion
After nearly two decades of planning, design and construction, the Opportunity Corridor is complete. This new 3.5-mile, multi-modal, urban boulevard has improved access and mobility within the area and is supporting Cleveland’s redevelopment efforts within historically underserved, economically depressed neighborhoods. These turn-of-the-century neighborhoods have been in economic decline since the 1970s, leaving the area spotted with abandonment, brownfields, illegal dumping. The collaborative project was guided by a broad-based steering committee. With early identification that primary project impacts would be specifically to environmental justice populations, ODOT embarked on program of extensive outreach during planning and continued these efforts throughout all phases. ODOT used innovative methods to ensure that the project was effectively communicated to the impacted communities and that local concerns were addressed. This presentation will focus on the efforts that were utilized, including development of a voluntary residential relocation assistance program; use of Environmental Justice Mitigation measures; use of Value-based Design-Build delivery to leverage unprecedented levels of diversity, inclusion, workforce development and business expansion; a unique funding approach that allowed these non-federally eligible items to be incorporated into the project. The presentation will also highlight some of the design and construction challenges, before and after conditions, and redevelopment efforts underway.

Creating a Risk Management Culture
Implementing a successful risk management program is fundamental to alternative delivery project success. As many firms and agencies are finding they need to manage more work with less experienced staff than in the past, they are looking to find new and more efficient ways to manage risk on their projects and programs. Michigan DOT (MDOT) recognized the need to do more with less, which resulted in formalizing its risk management program through the development of an all-in-one risk management toolkit with a suite of tools designed to be easily adaptable for use by other agencies and scalable for different projects and programs. The toolkit provides PMs with everything they need to manage, control, and communicate risks better and make more informed decisions while gaining greater cost and schedule certainty on their projects. Fern Hollow Bridge Emergency Replacement Project Using Design-Build
On Jan. 28, 2022, the Fern Hollow Bridge in Pittsburgh collapsed. Miraculously, no lives were lost. More than 21,000 vehicles traverse this critical bridge daily. Within days, PennDOT, the City of Pittsburgh and FHWA, used an emergency declaration to re-establish this crucial route in the requisite timeframe and budget by the only possible means, a “hybrid” design-build process that allowed: sole selection of HDR and Swank Construction based on strong working relationships with PennDOT; work to begin immediately on a T&M basis so the coordination with all interested parties could start work immediately; flexibility for all parties to provide their input and make changes without disproportionate risk being placed on any party such that all parties were able to work through design, coordination, third-party concerns and construction without undue risk, thus resulting in a win-win for all parties; the design to be developed to 100% to address outstanding issues before Swank provided their GMP. The “hybrid” design-build process allowed the bridge to be designed and constructed in an unprecedented 11 months. Due to the success of this project, PennDOT is re-evaluating its project delivery methods to increase design-build use and allow procurements to follow DBIA Best Practices.

Flightpath to Success: Scaling Design-Build Best Practices from International Airports to Boutique Terminals
Amid the scope of monumental airport projects, we will delve into the realm of scalability possibilities for regional airports. This panel will discover how regional airports can glean insights from triumphs in design-build approaches and harness these methodologies to orchestrate triumphant project outcomes. At the forefront of design-build innovation stands the San Francisco International Airport, a pioneering force in design-build. Learn how the Hensel Phelps/Gensler Design-Build Team took lessons learned from industry leaders and applied them on a smaller, yet no less important, scale at Eagle County Regional Airport in Gypsum, CO. This session not only draws parallels, but also dissects the disparities in design-build tools in the context of project and team size, examining challenges in scaling team communications, stakeholder engagement throughout design and construction, and right-sizing temporary construction to maintain passenger flow and experience. From Public Opposition to Public Support: A Design-Build Success Story
MoDOT’s I-70 Cave Springs to Fairgrounds Design-Build Project to improve safety and mobility in three suburban interchanges along I-70 in Missouri was met with public opposition that was organized, experienced and funded. The “No Way to One Way” organization insisted that converting the two-way outer roads would destroy their businesses and communities. MoDOT’s pre-IIJA, very limited funding made any other solution difficult to achieve. Additionally, the county, who contributed a third of the project funding, had been pushing one-way outer roads for more than a decade. This presentation covers the measures the project team took to listen to the public, incorporate their feedback and coach the industry on the project direction during proposal development, all during a global pandemic!

Lessons Learned from the Route 7 Corridor – A Design-Build Project Done Right
The $314 million Route 7 Corridor Improvements project completed the challenging widening of 7 miles of arterial roadway featuring complex right of way and utility coordination, intense stakeholder collaboration, and public outreach through this highly developed urban corridor in Fairfax County, VA. Acquisition of right-of-way and easements from 236 private properties and accommodations for 20 utility companies, including a concurrent $200 million Washington Gas transmission line project, presented unique challenges for the Owner. Design-build project delivery was selected to accelerate completion and manage project risks utilizing best practices for Design-Build Done Right®. The panel, comprising an Owner, design-builder and lead designer representatives, will discuss challenges and lessons learned, including risk mitigation strategies during the procurement and execution phases, the Owner’s role in managing stakeholder expectations and public outreach, and the design-builder’s challenges delivering a complex project within a constrained and developed corridor with intense public interest and significant portions of the schedule controlled by third-party stakeholders. This topic is relevant for Owners' and practitioners' understanding of the collaboration among the team and with third parties necessary to mitigate third-party project risks associated with right-of-way acquisition and utility coordination and relocations.

Maximizing Value and Innovation: Using In-Market Proprietary Meetings Effectively
Proprietary meetings during the in-market phase of a design-build procurement are one of the most impactful and cost-effective tools for maximizing project value and innovation, particularly in transportation and aviation projects, where typical pre-engineering activities create significant opportunities for participants to utilize Alternative Technical Concepts. For Owners, these meetings are a means to receive direct input from proposers on the solicitation materials and technical challenges of the project, and to preview potential technical solutions – with significantly less effort and less paperwork. For Design-Build Teams, these meetings are a means to preview the Owner’s response to potential proposal concepts and allow the Design-Build Team to focus its energies on the most responsive technical concepts without exposing unique technical solutions to competitors. This panel will offer insights into the benefits to the Owner and Design-Build Team of conducting effective proprietary meetings, as well as potential pitfalls, and will address specific best practices employed by Owners and Design-Build Teams to promote open dialogue that enhances competition and boosts proposal and project value.

One Team. One Goal. Different Roles.
This presentation will examine GDOT’s approach to managing the $700M Design-Build-Finance I-285/I-20 East Interchange Project in metro Atlanta, GA. Owner Verification Team and Developer perspectives will be presented. Owner Verification Team project stand-up activities (from pre-let/procurement phases through the initial post-let period) will be discussed and how those activities shaped the Owner’s Project Management Team (PMT) for their role on the project. The Developer will also discuss their stand-up activities – beginning during the procurement phase activities (one-on-one meetings, written Q&A process, ATCs, etc.) through the early post-award activities. The combined efforts of the Owner and Developer to jointly form a collocated team for the project following the execution of the Project Agreement will be described. This will include the logistical challenges of the rapid build-out of a 33,000 sq. ft. project office and establishing the basis of the design to allow design efforts and NEPA re-evaluation efforts to advance. We'll also discuss how a formal Partnering process and a Dispute Review Board have been implemented to aid communications and team-building to keep the project moving forward. Insights on how these two distinctly different tools have been utilized and how they have each complimented the other will be explored.

Renovating the Heart of Nashville: Progressive Design-Build Done Right
The BNA Terminal Lobby and International Arrivals Facility is a $436 million progressive design-build project nearing its completion after five years of design and construction after the team renovated and expanded the central core of the airport while keeping it fully operational. As final turnover approached, the team has reflected on the design-build methodology and how the approach made this project a success. This presentation will provide lessons learned from planning, design and construction and outline why design-build was the best delivery method for this project. We'll discuss how the iconic airwave and long-span roof improved the architectural design and reduced cost and schedule. The team will provide insight into how it kept the airport terminal, roadway and airfield operational and safe throughout construction. We'll deep dive into how design-build enabled the team to overcome numerous challenges, such as the pandemic, hurricane winds and a fabricator who had to be replaced midway through construction.

Risk Management for an Airport Terminal Design and Construction under a Progressive Design-Build Contract
Risk management is a critical component of any Alternative Project Delivery and applies to the Owner, builder and designer. In a traditional fixed price design-build delivery format, the builder must allocate risk to their fixed price bid in a competitive environment. Alternatively, with Progressive Design-Build (PDB), the selection is primarily based on qualifications so allocation of risk can be refined after selection and prior to developing a final contract price. The San Diego Regional Airport Authority (SDRAA) New Terminal 1 project provides an opportunity to look at the risk under a PDB delivery format. This approximately $2.7B project includes the design, construction and commissioning of a new terminal with up to 30 gates; associated airside and landside improvements; on-airport road updates to enhance access from North Harbor Drive; parking facilities; enhanced stormwater capture and reuse facilities; new and relocated utilities; and other ancillary facilities. The project is led by Turner and Flatiron Joint Venture with Gensler as lead architect. Construction is well underway, and Phase 1 is scheduled to open in Q4 2025. The full project will be completed in early 2028.

Utilizing DBIA Best Practices: Dynamic and Resilient Design-Build Team on N.C. 540
The proposed Complete 540 project extends the Triangle Expressway from the N.C. 55 Bypass in Apex to U.S. 64/U.S. 264 (I-87) in Knightdale, completing the 540 Outer Loop around the greater Raleigh area. The Complete 540 project will link Apex, Cary, Clayton, Garner, Fuquay-Varina, Holly Springs and Raleigh with a safe, high-speed, reliable transportation alternative. Flatiron, Branch Civil and Gannett Fleming comprise the design-build team for the project segment from N.C. 55 in Apex to State Road 1152 in Holly Springs, approximately four miles. The North Carolina Turnpike Authority owns the project, as the facility is tolled. There were many challenges on this segment, including timely right-of-way acquisition and utility relocation, noise analysis and design (urban, developed area), detours, and early access to structure and culvert sites. A review of noise analysis and structure and roadway plan sheets was conducted by North Carolina Department of Transportation designers as a third-party project participant, which added an additional layer of complexity and time to critical schedules. The session will describe best practices to create a cohesive team for delivering this project through effective communication, flexible contract compliance, compressed schedules, limited budget and multi-level client coordination.

Joint General Session: Navigating and Optimizing Progressive Design-Build
The growth of design-build can be attributed, in part, to the flexibility of design-build, but also to the rapid emergence of Progressive Design-Build (PDB). Over the past two years, we’ve seen increased interest in the use of PDB as demonstrated by numerous states either allowing PDB via interpretation of existing legislation or enactment of legislation specifically addressing PDB. Owners are employing PDB at a continually increasing rate, with recent FMI research revealing that stakeholders in the Pacific census region indicated 40% of design-build projects are procured using a progressive approach. Add to this the fact that over the last decade, infrastructure projects have grown larger, more complex and with increased risk, and you’ll find that Owners and design-build teams are turning to PDB to mitigate cost and schedule risks.

MacArthur Bridge - West Approach Modifications in Downtown St. Louis, MO
TRRA's MacArthur Bridge West Approach Modification project, located in Downtown St. Louis, MO, presented many challenges. The MacArthur Bridge is over 100 years old, located in an urban environment on a highly traveled rail corridor over the Mississippi River. The project was funded by a CRISI grant because of its importance to national transportation infrastructure. TRRA chose design-build to take advantage of innovation and expediency. The existing bridge was 150' double-track, through truss over three lane Broadway Avenue, surrounded by businesses on all sides. While one track was supported fully by a railroad truss, the other track was uniquely supported by a railroad truss and an abandoned highway truss. Due to the bridge's location at the end of a horizontal curve, dimensional loads were restricted due to horizontal clearances. This presentation will explore the benefits of a close working relationship between design-builder, designer and Owner. This challenging project included the first use of helical piles on a railroad bridge. The project featured accelerated bridge construction in a confined urban environment, alongside and under live railroad tracks. Self-propelled mobile heavy lift transporters were utilized to hoist the old bridges out and new bridges in the new configuration.

Strategic Deployment of VDC on the BART Silicon Valley Phase II Project
The $9.3B VTA’s BART Silicon Valley Phase II Project will provide the final rail link to connect the cities of San Jose and Santa Clara with San Francisco and Oakland and includes the design and construction of one of the largest single bore tunnels in the U.S. With the project split into four main contracts, the Owner — Valley Transportation Authority (VTA) — recognized that collaboration and coordination with its design-build contractors was essential. The first Progressive Design-Build contract for track and tunnel created an opportunity to leverage Digital Delivery, driven by Virtual Design & Construction, BIM, and common data environments to achieve a cooperative and transparent working environment to enhance the quality of design and construction while reducing cost and schedule. Presenters will include Digital Delivery leaders from the Owner side, the prime contractor and lead tunnel/structural design/engineer who will present how the foundations were laid for an effective digital collaboration, how cooperation and knowledge sharing helped to define the use of VDC, and discuss some of the benefits and challenges experienced in the early stages of the project.
