Progressive Design-Build is different. Doing it right through DBIA Best Practices is key. Building up to Sound Transit’s first implementation of PDB.
Across the country, progressive design-build (PDB) is gaining traction as a more collaborative, effective project delivery method while leveraging integrated delivery opportunities. As its popularity increases, not only is it spreading through more sectors including transportation and aviation, but it’s also manifesting in slightly different iterations depending on local legislation, practices, and the Owner’s implementation. These iterations can certainly lead to positive evolutions in the delivery model, but they can also lead to undesired consequences. Despite the newness of PDB, there is a substantial body of work in the delivery model from which a set of DBIA Best Practices is discernable and being further documented. The first part of this presentation will examine DBIA PDB Best Practices and their application to a major transit system expansion and common challenges in implementation. The second part of this presentation will share how Sound Transit is working to become an owner of choice and implementing DBIA Best Practices starting with the procurement of a project for a new Operations and Maintenance Facility. Challenging Chicago City Constraints Compel Sophisticated Solutions
The Red and Purple Modernization (RPM) Phase One Project is the largest capital improvement project in Chicago Transit Authority (CTA) history. The scope is to replace, reconstruct, and modernize ~10 miles of elevated track and support structures along Chicago’s busiest transit corridor to increase train speeds and add capacity to CTA’s system with new structures designed for a 100-year service life. Design and construction features of this project include multiple alternative technical concepts (ATCs); CTA transit operations maintained throughout all phases of construction; advanced analyses including rail-structure interaction and vehicular-structure interaction; relocation of a historic building; and noise studies/abatement for community integration in design. ATCs allowed for the use of precast prestressed concrete (PPC) beams and the use of precast segmental box girders, which lowers cost, shortens construction schedule, reduces foundations, and minimizes maintenance. Design refinement with the contractor resulted in an optimized design for complex construction elements and use of the ATCs to minimize community impacts. The complex nature of this project in a dense urban environment resulted in staging the work to maintain transit service for the community while working to deliver a more reliable and enjoyable transit experience for Chicago commuters.

Design Build done fast. How we set a new bar at SJC.
San Jose Mineta International Airport (SJC) needed to relocate its Facilities Division from the Airport’s east side to a new 85,000 sf site at the southwest end of the airport to enable future terminal expansion work. The Design-Build team was challenged to complete the design, permitting and construction of the project within 400 calendar days to meet Airport finance obligations. The Overaa/MarJang team responded with strategies on how to meet this challenging schedule. The team presented options to meet the 400-day schedule that included the following schedule strategies: • Structured Collaborative Partnering helped the team accelerate decision making. with a “Solution Driven” approach to problem solving. • Design Schedule combined the programming and schematic design phases before the contract was finalized and included a permit documentation schedule in 70 calendar days. • Early Design of Structural and Electrical Systems to support construction and procurement schedules. The project includes 24,500 sf of building space with an 8,650 sf 5-bay Fleet Maintenance Building and a two-story Administration and Shops Building that house the administrative offices, and shops (Metal, Wood, Paint, Electrical and Key).

Design-Build Collaboration Done Right: Balancing Environmental, Tribal, and Construction Goals
The Jefferson/Clallam project removes six fish barriers along US 101, east of Sequim, WA, by constructing five single-span bridges and one buried box culvert. This presentation highlights the extensive collaboration facilitated among WSDOT, WDFW, and the Jamestown S’Klallam Tribe, by Joint Venture and the Designer, focusing on the integration of environmental objectives with practical construction strategies. Attendees will gain insights into innovative design approaches tailored for each barrier location, exploring how to effectively balance ecological considerations, Tribal interests, costs, and construction impacts. This session will also emphasize the critical role of communication and stakeholder engagement in achieving project success, making it relevant for professionals involved in integrated delivery. Design-Build for BRT - One of the Fastest Growing Transit Modes in the US
Bus Rapid Transit (BRT) is one of the fastest growing transit modes in the nation. It offers an affordable alternative to rail transit by providing high-quality, fast, and reliable service. BRT features typically include dedicated bus lanes, enhanced stations, priority at intersections, level boarding, and advanced communication systems to reduce travel time and congestion along our busiest corridors. This panel will explore how Design-Build can help owners implement individual corridors and even larger networks. Our discussion examines two BRT projects underway: the South Dade Transitway Design-Build in Florida and the Flash Bus Rapid Transit MD 355 Progressive Design-Build in Maryland. We will share lessons learned and best practices for future BRT programs and explore how owners can use Design-Build to enhance implementation. Specifically, our panel will evaluate how Design-Build can be used to build out a BRT network, potentially leveraging increased funding through the FTA Capital Investment Grants program. We will discuss how Design-Build procurement can include sustainability and resiliency metrics and explore how owners can implement innovative solutions now, while making sure future advancements are not precluded. Lastly, we will discuss stakeholder outreach and provide best practices for improving collaboration throughout the Design-Build project.

Innovative, Digitally Delivered, Cost Effective Quality Management; Owner Controlled, Design-Builder Operated
The Progressive Design-Builder envisioned a project where quality was high and collaboration was off the charts. Tumult is often experienced between the Design-Builder and Owner Oversight (Owner Advisor and Owner Employees) with respect to QC, QA and Oversight roles and responsibilities, creating heavy cost, schedule and quality impacts. The team collaborated to deploy a Composite Quality Organization (CQO). Combining QA and oversight roles into a single organization reducing project construction costs by up to 1.5% while enhancing owner control. A combined Quality plan was created, and task and culture training performed. A digital Construction Information Management System was deployed generating and tracking quality data against the Quality Plan. Staff training was reinforced with task specific prompts on expected inspection, testing, and documentation actions. All staff knew what was expected of them. As a result, alignment was very high. Confidence in product quality was also high. Quality documentation and validation of compliance were continuously available over any period at any time. Digital tools streamlined the process of converting data into useful information. This allowed escalated compliance issues to reach the owner and DBC more quickly, minimizing delays before reaching the final decision-makers

Leveraging Design-Build to Accelerate Much Needed Infrastructure for a Tribal Community
The presentation informs the audience of the infrastructure challenges undertaken by the Seminole Tribe of Florida (STOF), to address the projected growth resulting from the new Casino in the Brighton Reservation located in Glades County, Florida. The improvements are to be completed in January 2025, in advance of the new casino opening. The STOF hired a consultant to support them with identifying and overseeing the necessary improvements. Understanding the urgency required given the grand opening was fast-approaching, the STOF determined that the use of Progressive Design-Build (PDB) would be the best procurement method to accomplish their goals. The STOF undertook the entire improvements for the project although nearly 50% crosses into the Glades County right of way. Improvements included resurfacing and reconstruction of 11.5 miles of CR 721, creation of a Shared-Use path (SUP), hardscaping and landscaping along the SUP, a force main, replacement and upgrades to 16 drainage crossings, 6.5 miles of drainage ditches including 70 side drains, utility adjustments, 53 fire hydrants, signing, lighting, and fiber optic conduit. The team had to secure construction permits from Glades County and the environmental permits from the regulatory agencies since portions of the improvements affected surface waters.

MTA C&D Eastbound Re-Route Construction for Harold Interlocking
Selected as a Top Project in 2023 by Railway Track & Structures magazine, the $150 Million MTA Eastbound Re-Route Design-Build Construction for the East Side Access project is transforming the Harold Interlocking, the largest railroad junction in New York City and the busiest in the U.S., to improve the movement of Metro-North Railroad, Long Island Rail Road, and Amtrak trains. The project involves designing and constructing a new cut-and-cover tunnel, modifying and re-supporting the Honeywell Street Bridge, and upgrading track, traction power, and overhead catenary systems. These enhancements will significantly improve daily commutes and reduce congestion along the Northeast Corridor. Optimizing Design-Build: Data-Driven Collaboration for Aviation Excellence
The Tampa International Airport Main Terminal Curbside Expansion program is the design and construction of a new featured express passenger drop-off facility for both the Red Side (North) and Blue Side (South) terminals. These facilities are unique as they are intended to alleviate the traffic to the legacy departure curbside at the terminal and provide a segregated passenger pickup and drop-off experience for passengers who don’t need to check luggage. The design, construction, and successful power switchover of a new central energy plant was also a part of the project adding to the complexity. The need for the design-build team to use Virtual Design and Construction (VDC) beyond just the Building Information Modeling (BIM) was critical. This required meticulous planning and coordination to avoid any disruptions to airport operations. What we will discuss here is how in the progressive design-build environment we were able to accomplish and continue to accomplish this.

Procuring Major Design-Build and Progressive Design-Build Projects
As infrastructure needs and investment opportunities increase through federal and other funding sources across the nation, and as projects become increasingly complex, the ability to successfully deliver large-scale projects is critical. Being able to successfully apply a variety of project delivery models across transportation sectors enhances our capability as an industry to deliver much needed transportation improvements. VPRA's Long Bridge $2.3 Billion program to provide new rail capacity and multi-modal transportation improvements is being delivered using both design-build and progressive design-build methods. Progressive Design-Build Pilot Project: Lessons Learned from the Owner, Design-Builder, and EOR
The first Progressive Design-Build (PDB) project in Virginia, the I-95 Exit 160 Interchange at Route 123 (Gordon Boulevard) provides safety and operational improvements at the interchange in Prince William County, Virginia. The Virginia Department of Transportation carefully selected the right candidate project and utilized a best-value selection process with multiple phases. The pilot project shed list on risk assessment best practices, design considerations and impacts, and open book pricing processes to reach an agreement on the Lump Sum price for the design and construction of the Project. Promoting Design-Build through active Industry Engagement
In 2008, MDOT re-initiated their Design-Build program due to AARA. The program focused on tackling MDOT’s most complex projects which has led to many lessons learned. Design-Build brings a different set of challenges to both the Owner and Design-Build Team. These challenges made apparent the need for a partnership between MDOT and Industry Partners. Through many collaborative efforts, this partnership has resulted in a highly effective program; delivering many successful projects for all parties. The partnership has led to improvements of the design-build contract based on the lessons learned over the last 15 years and include the following: Building relationships to foster trust and partnerships through collaboration through Industry Organizations, Owner and DB Team personnel selection and team structure to foster a partnership throughout implementation; Owner selection of the procurement method that targets the project goals; Planned and repetitive engagement at the program and project level to ensure consistent improvement. The panel will highlight the most recent PDB project which includes construction of capacity improvements to accommodate a significant increase in traffic due to an EV battery manufacturing plant in southwest Michigan.

Revolutionizing the Passenger Experience at SFO: Leveraging Design-Build & Offsite Prefabrication
When the Turner+Gensler+TEF team was selected as the design-builder for the $2.3B renovation of SFO Terminal 3, they faced the challenge of keeping one of the busiest airports operational while ensuring passenger flow to existing gates during construction. Initially, bypass routing was considered, but due to possible safety concerns and the impact on passenger experience led to an alternative: constructing two prefabricated interim corridors (11 modules) offsite, complete with finishes and MEPF/SS systems. This offsite solution, which was cost-neutral, accelerated the schedule by a year and improved the passenger experience. The builds were highly complex—no two modules were the same—requiring precise planning, as each module fit with just ¾ inch of deflection. Over 11 consecutive nights, one module at a time was transported a mile across the airfield and installed between 12 AM and 5 AM. Extensive preplanning and coordination were essential to the success of this intricate project, which relied heavily on the collaborative, problem-solving nature of the progressive design-build process.

Sherman Minton Renewal Project: Renewing a Vital Link Between Communities with DBBV
The Sherman Minton Bridge, which carries I-64 and US 150 traffic over the Ohio River between Louisville, KY and New Albany, IN is a vital link in the interstate highway system. The renewal project has used Design Build Best Value procurement to provide an additional 30 years of service life to the crossing. The multiple bridge rehabilitations required an extensive public involvement effort, a maintenance of traffic scheme that ensured at least one lane of traffic remained open in each direction, providing maximum access across the bridge during construction. Major work items included deck & hanger replacement, steel repairs, deck overlays, lighting, drainage repairs, and bridge painting.

The Role of the Geotechnical Engineer on Design-Build Infrastructure Projects
The intent of the session is to demonstrate the integral role that the geotechnical engineer plays in the successful delivery of projects using the design-build delivery method. The panel involves representatives from the geotechnical designer, owner, construction-phase, and testing roles all with geotechnical emphasis. The design-build team perspective will emphasize the risks, mitigation strategies, and implementation relative to geotechnical exploration, existing site conditions, foundation design, and construction quality control of project elements impacted by subsurface conditions. The presentation can be flexible but will also emphasize the project risks that geotechnical conditions can place on critical path schedule, cost, and quality and negatively effect successful integrated delivery. By defining and addressing geotechnical items as early as possible in the pursuit/tender phase into the earliest construction phases, the design-build team can minimize delays to design delivery, owner reviews, early-phase construction sequences, and at the same time avoid costly and timely claims.

General Session: Connecting the Dots: Federal and Local Perspectives in Design-Build
As the design-build industry unites against the backdrop of our nation’s capital and Bipartisan Infrastructure funding set to expire in less than two years, this session will focus on the vital relationship between federal and local as it relates to design-build delivery. Bringing together perspectives from the Federal Highway Administration (FHWA) and the U.S. Department of Transportation (USDOT), and others we will examine how federal and local entities can coalesce, identifying synergies to promote collaboration and maximize the impact of BIL funding. Attendees will gain valuable insights into best practices, funding strategies, and communication techniques that can lead to more effective project delivery and stronger community partnerships.
